The purpose - identification of the features and specifity of Ukraine's economy monetary development in the conditions of the global financial instability, development of the scientific and practical approaches to the monetary mechanism modernization of Ukraine's economy development in the context of challenges and risks caused by the global financial imbalances and reforming of the global financial architecture. Methods of research - system analysis, comparative analysis, including inter-country, extrapolating trends, factor analysis, methods of analogies, mathematical statistics, analysis and synthesis, expert assessments. Results of the study: dominants and contradictions of the monetary development of the small open transformation economies in the conditions of the global financial instability are revealed; factors and features of the monetary mechanism of economic crisis in Ukraine are structured; conceptual framework and practical recommendations for the monetary mechanism modernization of Ukraine's economic development in the context of challenges and risks caused by the global financial imbalances and reforming of the global financial architecture are grounded. The materials of research project were used in the practice of the public and administrative authorities (NSSMC, the Committee on Financial Policy and Banking of the Verkhovna Rada of Ukraine). Novelty: functional transformation directions of the central banks on a local and global levels are revealed that allowed to reveal the essence of the changes of the issuing institutions functioning in the part of the modification purposes, functions and principles of their activities; essential features of the issuing mechanism transformation that grounded on the using of such special ensuring as permanent access to the refinancing facilities of the central banks are revealed; factors and features of the monetary mechanism of economic crisis in Ukraine are structured; conceptual framework and practical recommendations for the monetary mechanism modernization of Ukraine's economic development are grounded.
