The methods of scientific analysis, synthesis, analogy, comparison, projection are used in the paper. Numerous studies prove that the worldwide leading role in the implementation of digital initiatives of scholarly communication belongs to the university libraries. Today, the mission of scientific and technical library of the University is to be the center of an integrated information support for educational and scientific processes and cultural activity of the University. As the result of library services extension the level of national scientists’ integration into the global scientific communication system is increasing; problems of insufficient representativeness of the publications of scientists of Ukrainian scientists in the international scientometric databases are solved. Applying creative and innovative approaches related to the need of expanding the boundaries of activity and deepening relations in general scientific knowledge sharing, university libraries have taken over the responsibility for the organization of a fundamentally new forms of «intellectual capital» storage of science; dissemination of research activities results of scientists; ensuring sustainable access to them; creation of integrated information environments in accordance with the profiles activity of university science; popularization of science achievements in society; information analysis and info-metric diagnosis of scientific documentary flow at universities etc. Further researches will be directed to assess the status and forecasting the development of university libraries in the conditions of dynamic development of communication society environment.
