The object of the study is territorial units of different scale and ecological industrial systems. The reasonability of using indices for evaluation the environmental hazard of designed objects is justified. Environmental hazard indices of a level of impacts are developed based on the desirability function, universal interval assessment scales of impact on the components of environment are formed. A conceptual model of risks of changes in ecological industrial system in interaction with man-made object is proposed. "Index-risk" method to assess the level of ecological safety of territorial units is adapted. Methodological approaches concerning the SEA regional plans in Ukraine are developed taking into account European experience, its main stages, substantive content and direction of the changes necessary for full implementation of the procedure are defined. The possibilities of use of the tool of landscape planning as a basis for the SEA are analyzed, examples of cartographic materials, evaluation approaches that may eventually facilitate SEA process at the regional level are presented.
