Purpose of the study: the legislative and regulatory framework for the organization and implementation of measures to protect the population and territories from emergency situations. Objective: to analyze and justify scientifically directions of measures to protect the population and territories from emergency situations in the modern world conditions. During the execution of research work it was used theoretical method of research - collecting, analyzing and systematization of national and international legislative acts on measures of population and territories from emergency situations. The novelty of the research - for the first time it was developed scientifically-founded proposals for amendments and additions to existing laws and regulations on public notification, shelter of population in the defenses facilities, engineering protection of areas, evacuation measures, radiation, chemical and medical protection. The application of these proposals will help to create an effective system of protection of population and territories from emergency situations of any kind, which in its turn will lead to a reduction in social costs and economic losses.
