In particular, the essence of state tax, fiscal and debt policies is specified by systematizing their constituents and taking into account national peculiarities. It is proved that the formation and implementation of tax policy should be based on the efficiency of tax and fees administration and the performance of their fiscal function. It is proved that the effectiveness of fiscal policy can be considered in terms of the implementation of state and local budgets, and in terms of its impact on the socio-economic dynamics in the country. The necessity of budget policy functional balancing is proved that will promote a balance between fiscal functions of budget and the strategic goals of long-term socio-economic growth of Ukraine and its regions. It is determined that the evaluation of the effectiveness of the debt policy in the context of its optimization should be based on the systematic study of the structure of government debt. This process should include an assessment of debt policy compliance with the general financial policy, capacity to maintain macroeconomic stability with its own methods, focusing on achieving of specific socio-economic effect.
