Objective: Study: state of theory and practice of global economic processes of globalization and its impact on the formation of national policy development of intellectual capital, taking into account economic mechanism of formation of the national innovation system; the transformation of intellectual property in the development of intellectual capital; monopolization of economic activities of transnational capital on the basis of innovative breakthroughs; capitalization process and developing a mechanism of legal support; providing methodological and legal mechanism for the formation of innovation-active industrial system and the dynamics of change in their activities; development of innovation infrastructure and environment as the implementation of intellectual property, scientific, technical and technological developments. Results of work: The study elaborated methodological approaches to the development of the theory of economic globalization and its impact on building national policy development of intellectual capital position of the formation mechanism of the national innovation system, the process of transformation of intellectual property in the development of intellectual capital, problems of formation of legal framework governing the relationship of intellectual capital in terms of monopolization of economic systems and processes of commercialization of intellectual property from the perspective of economic globalization.
