Objective: creation of organizational and technological model of using freight cars of various forms of ownership and identification of ways to implement organizational and process models use of freight cars of various forms of ownership, as well as improve the efficiency of the transport system of Ukraine due to the rationalization of tariff policy for international rail transport. Methods: the decision of separate problems the study was carried out using the theory of probability and mathematical statistics, artificial neural networks methods, graph theory, the device of fuzzy logic, the theory of the organization of operational work of railways, economic and mathematical modeling. Implementation of the results of research will improve transport services service users, reduce transportation costs for cargo delivery and effective use of freight cars of various forms of ownership in international traffic. The results of research have significant scientific value to related branches of science in the following areas: formation of a national transport network, and a network of international transport corridors, their interaction with the transport systems of other countries and integration into the global transport system; development of scientific and methodological bases of creation and application of information technology and information systems, and others.
