Subject of research is the process of improving the speech competencies in a foreign language. The purpose of scientific research is to theoretically ground, develop and describe the pedagogical technology of speech competencies formation in students, using innovational approaches. Research methods : 1) theoretical methods - analysis of philosophical, psychological, educational, methodical literature on the study. Analysis of previous dissertations, study of the university documentation. 2) empirical methods - pedagogical experiment, testing, implementation of the author's technology, interviews with teachers and students, lessons visiting and analysis, use of pedagogical experience. Practical results: - theoretical foundations, results and conclusions of the research can be used in the educational process at the institutions in order to improve foreign language competence of students; - it was developed and introduced into the educational process the technology of students group distribution with method of computer diagnostics of language level; - there was also described the organization of further work with groups to form communicative competence and assessment technology of learning results; - results of this work are of practical importance for preparation of special courses, testing, training and role-play lessons; - results can form the basis for improvement of learning process in a foreign language at non-linguistic university; -research results can be used by other institutions in order to improve students' speech competencies; - the described technology of the summer language school can serve as a prototype for the educational process outside university auditoriums to form specific competencies of students.
