The work purpose - development of scientific and methodical base for determination of the characteristics of rare rain floods the probability of exceedance and its practical implementation on the example of the mountain rivers of Ukraine. Determining the indices of aridity for the mountain territory of Ukraine taking into account recent climate change and research in their relationship to river flow. Research methods - theoretical analysis, mathematical modeling, spatial generalization. The results obtained and their novelty: for the determination of the design characteristics of the extremely high rainfall floods in mountain regions of Ukraine developed a new more advanced design methodology to increase the level of support the projects and activities on the environment in mountain areas of the Crimea and the Carpathians. With the help of modern aridity indices obtained regional characteristics of the spatial and temporal distribution of hydrological droughts in difficult mountain conditions and their predicted distribution on the example of Transcarpathian region. The significance of the work and conclusions for the first time substantiated a single regulatory framework for the determination of the design characteristics of the maximum runoff of mountain rivers. With the help of modern aridity indices obtained for the first time, the regional characteristics of the spatial and temporal distribution of hydrological droughts in difficult mountain conditions and the forecast of hydrological droughts for the period up to 2050.
