It is considered not individual transitions between specific nuclear states but the averaged over many excited states the quantum transitions. In the statistical model describing the gamma - transitions by extrapolation of the tail of the giant dipole resonance in the low-energy it were obtained spectral distributions of conversion electrons at the different nuclear temperatures. It is shown that with increasing temperature the maximums of spectral distributions of electrons substantially shifted to a high area of energies. The coefficients of internal conversion for these processes, which increase sharply with decreasing nuclear temperature and gradually decreases approaching to the final value with increasing temperature were calculated. An estimate of the excitation cross section of 9Be at the annihilation of positrons with bound atomic electrons, considered as a resonant process, taking into account the of five of the excited states of the nucleus is in qualitative agreement with the experimental data.
