It was demonstrated that technological modernization in Ukraine is based predominantly not on the achievements of the domestic S&T but on the import of technologies and equipment from abroad. This leads to low demand for R&D results and stagnation of the national science. Possibilities of statistical assessment of the components of the TH model are determined and corresponding recommendations on enhancing of national R&D statistics to international standards are proposed. Modern methods of stimulating of co-operation within TH model are analyzed and instruments for such stimulating of research and innovation in Ukraine in the context of extended TH model are proposed.
