Urgency of expected research results stems from social demand on the change of the system of public authorities' territorial organization in Ukraine, local governance development and inclusion of public society potential into the processes of state socio-economic development. Following theories are used in the process of research: public administration theory, theory of territorial organization of economy and society, sustainable development theory, institutional theory; the used methods are: analysis and synthesis, comparison, systemic method, formalization and modeling of social and economic processes, historical, cartographic. As the result of research, scientific-methodological and practical provisions on the nature of administrative and territorial system reforming are strengthened, its major principles and tasks are defined, methodic instruments of forming of administrative and territorial units is elaborated, the ways of improvement of administrative and territorial reform are suggested. Strengthening of scientific basis of administrative and territorial system reforming in Ukraine and authorities' territorial organization and its functioning mechanisms are final products and major scientific results of the research. RDP results are introduced into practice, including at the level of central authorities. It can be predicted that the research object will develop towards institutional detailization and improvement of public authorities' functioning mechanisms on new territorial basis.
