The object of the research is the mechanism of public investment. The subject of the research is a set of interrelated theoretical, methodical and practical problems arising in the process of public investment. The scientific novelty and theoretical significance of the research: global trends of formation of state investment policy directions were studied; the European experience of capital expenditures planning on public investment financing were studied; the model for public investment efficiency evaluation in various sectors of the economy was developed; the estimation of changes in public investment efficiency in Ukraine in the implementation of reforms was conducted; an assessment of public investment efficiency in the EU countries was made; recommendations for improving the institutional support for public investment planning and monitoring were provided. The methodological framework of the research is a systematic, comparative analysis, basic conceptual provisions in the works of Ukrainian and foreign economists on the improvement of the mechanism of public investment planning and monitoring; system-structural method was used in the study of legal regulation of public investment planning and monitoring process. Methodological developments, laws and regulations, statistical reports of the Ministry of Finance of Ukraine, Ministry of Economic Development and Trade of Ukraine, the State Treasury Service of Ukraine, the State Statistics Service of Ukraine and Eurostat on specific public investment issues were used in the research. The practical value of the study lies in the fact that scientific results can be used by the central bodies of legislative and executive authorities, researchers and scientists to improve the mechanism of public investment.
