The classification of factors which influence the efficiency of the multilevel pension system is developed. As a result, the comprehensive approach to evaluating the effectiveness of the pension system is offered. Scenarios of the national pension system's development in the interests of the state and the employee are determined. The suggestions for improving the distributional component are articulated, provided that this component remains dominant in financing of the pension system in Ukraine.
