The object of the study - the electromagnetic fields and waves of different origin, radiated and scattered in heterogeneous natural and artificial environments with frequency dispersion and absorption. The purpose of work is development of remote sensing data processing techniques for the study of agricultural territories, flood forecasting, diagnostics of oil pollution and seismic phenomena on the sea's surface, the definition of the global distribution of lightning activity and diagnostics of the lower ionosphere; development of electromagnetic waves focusing models in metamaterials; accurate assessment of the absorption and scattering of submillimeter radiowaves by rains. Research methods are analytical and numerical methods for modeling processes of the scattering, radiation and propagation, as well as statistical techniques for analysis of radio-physical information. Radio physical methods for remote monitoring of subsurface over moistening and spontaneous combustion of organic materials, for determination of subsurface waters migration pathways are developed. Based on the multi-angle method, a model of changes of the thickness oil film on the sea surface is developed. A tsunami warning method using radar, seismic and meteorological data is developed. An extent of the flooding decision-making system is developed. A system of measurements of electric and magnetic components of the ELF-VLF fields is developed, models of the vertical profile of the lower conductivity of the ionosphere are refined; methods for solving inverse problems on measurements of Schumann Resonance and tweak-atmospherics are developed. The problem of the radiation of the electric dipole located over the left-handed metamaterial flat layer is solved. The mechanism of focusing electromagnetic field facets by the boarder between metamaterial and ordinary medium is revealed. It has been that neglecting losses in the left-handed metamaterials is contrary to the fundamental principle of causality. A new distribution of raindrop size, suitable for terahertz band is proposed. Scattering patterns for the microwave, millimeter and submillimeter waves in rain with different intensities and distributions of raindrop size are calculated. A rain gauge with improved speed, precision measurements of the rain intensity, and sensitivity is developed.
