There are 1) becoming of political and legal consciousness of the person as a system of subjective attitudes to political and legal reality; 2) the person acquiring the personal choice of strategies and policies competency laying responsibility; 3) selection by person of method of efficiency contradictions. It are developed: 1) structural model of political and legal competence of the personality; 2) a model of forming of political and legal personal competence; 3) model of communication conditions of activity of political and legal consciousness of the personality; 4) model of the image of the government; 5) the model of forming and transforming of political and legal consciousness of youth; 6) the semantic space model of political and legal consciousness; 7) the model of impacting of the communicative process at the development of political and legal competence of the person. Typology forms of civic position are grounded. Socio-psychological concept of political and legal consciousness of the individual is developed. The concept of communication factors of activation/blocking of the process of acquiring by person of political and legal competence is also developed. Three psychological factors of forming and developing of political and legal consciousness of the personality (phenomenological, structural and semantic, procedural) are described. Internal tools of controlling of political and legal consciousness are defined and classified. Diagnostic tools to investigation of the manifestations of political and legal consciousness of personality are elaborated: a questionnaire, interview hide. Test of associations and semantic differential are modified. Methods for express-diagnosis of personality self-terminating in becoming of political and legal consciousness are created. An activation technology of becoming of political and legal consciousness by means of communicative tools are proposed. Both training program of forming of political and legal competence of youth and program of forming and developing of political and legal culture are developed.
