Distribution and average values of the angular moments of primary fission fragments are calculated in the framework of the statistical model of decay. Theoretical calculations of population both ground and isomeric states are spent by means of widely known codes EMPIRE 3.2 and TALYS 1.4. Distribution and average values of the angular momentums is calculated depending on different forms of radiation strength functions and models of excited level density of nuclei. Results of calculations in both codes will well be co-ordinated among themselves. The new, simplified statistical method of calculation of isomeric yields ratios and consequently also distributions of the angular moments and calculation of the average angular moments of primary fission fragments is developed and tested. It is shown that numerical values of the average angular moments not strongly depend on models of radiation strength functions and levels density. Their difference among themselves does not exceed 8 %, that is will be co-ordinated within an error. Also it is shown that there is a difference between values of the average angular momentums of primary fission fragments and spins of 235U compaund-nuclei after absorption of dipole g- quantum. The given circumstance confirms existence of the mechanism in the course of fission of nuclear system which generates the considerable angular moments in final fission fragments.
