The difference of values of isomeric ratios is observed at Ee = 10.5 and 12 MeV from Ee = 18 MeV that can testify that isomeric ratios essentially depend on type of the entrance channel. Theoretical values of the average angular moments of photofission fragments are defined with use of TALYS 1.6 and EMPIRE 3.2 codes and possibility is considered of the population of 97Nb states after of the eject till two neutrons after disintegration of primary fragments, with biger, than at 97Nb, quantity of neutrons. Values of the average angular momentums of the primary photofission fragments with and without a departure of neutrons eject coincide within an error. Difference of values of the average angular momentums of photofission fragments from their values in a parent nuclei testifies to presence of the additional mechanism of formation of the angular momentums.
