Karazin popup.description2 Subject-matter of research: the higher education system in Ukraine is in the process of reforming its basic organizational and institutional and socio-cultural parameters. Scope of research: conceptualization of the system of on-line monitoring of reforming of the higher education in Ukraine. Purpose of research: development of a conceptual strategy for the establishment of the system of sociological online monitoring of the national education reforming, which integrates the sociological conceptualization of the processes of transformation, modernization and reforming of higher education system in Ukraine, as well as mathematical models, software models (prototype and the current ICT layout) on-line monitoring systems that ensure representativeness, authenticity, efficiency, anonymity and data security; holding her testing (pilot survey) at the higher education institutions level. Methods of research: analysis and synthesis, logical generalization, classification, the analysis of statistical data, legal background and documentation; survey method, interviewing through directive group interviews secondary analysis of sociological information; methods of applied cryptography, mathematical and software modeling, experimental simulation, theoretical study, proving and justification, data arrays processing. Results of research activities - theoretical and methodological backgrounds to conceptualization of the system of on-line monitoring of the reforming of higher education system in Ukraine through a critical analysis of materials of academic discussions, scientific publications, legislative and regulatory framework on research etc. were developed. A critical analysis of the international concepts and mass sociological on-line survey technologies was carried out. Willingness of the Ukrainian universities for implementing the system on-line monitoring of the reforming of the higher education was identified and characterized. methodological and methodical bases of research were clarified and justified. The tools (the student profile and teacher profile) were developed; organization and selective set of target groups of respondents participating in on-line monitoring were explained. According to the results of the 1st stage the project documents in a volume set by the informational technology requirements and partial terms of reference on the system of information security was developed, the system of sociological on-line monitoring in the higher education institutions level was tested. Research findings are applied for developing actual methods and the prototype of the prototype of information technology of sociological on-line monitoring of the reforming of the higher education in Ukraine. The groundwork and the results will enrich theoretical researches of all sciences, which have been involved in this interdisciplinary study, and will also be implemented into educational process, during theses defense, preparation of information and analytical materials.
