Subject of research - the impact of conducted events and those that are planned on reforming the executive authorities in Ukraine to SSSCP functioning. The aim is to develop scientific justification of recommendations for improvement of the functioning of SSSCP in modern conditions considering changes in powers of executive authorities and local governments. Research Methods - analytical which includes operations such as analysis, synthesis, analogy, comparison, generalization and others. During the work it was: conducted the analysis of SSSCP activity; studied the international experience of the operation of systems of civil protection; analyzed the changing responsibilities in the field of civil protection in the system of central and local executive authorities, local self-government ones; made a comparative analysis of the powers of central and local executive authorities, local governments, before and after the change as ensuring subjects of SSSCP; defined ways of improvement of SSSCP. As a result of the work in was developed the project of recommendations for improving the functioning of SSSCP and its components in modern conditions. Modernization of SSSCP involves: improvement of the organizational structure of SSSCP by separating SES of Ukraine as a central executive body that implements the state policy in the field of civil protection; transition to program and target-oriented control and the introduction of new information management technologies - introduction of the automated system of safety management; solution of management in the field of civil protection at the united local communities which are creating.
