The subject of research is the sources of emergencies and their threatening factors, threats and risks of emergencies, the results of emergency monitoring, measures to prevent emergencies and to protect population and territory, actions of executive authorities and civil protection forces during the liquidation of emergencies and their consequences for 2013 - 2015. The aim of study is the gathering, generalization and systematic analysis of information on the status of man-made and natural safety and as well as effective activity of the Unified State System of Civil Protection in 2014 - 2016. Development of proposals to improve the system of civil protection in Ukraine. Research methods are analytical. Results and their novelty are to carry out systematic analysis of the state man-made and natural safety in Ukraine that allows to determine the most important issues related to the protection of population and territories from emergencies, which, in turn, allows to offer the main directions of improving the effective activity of the unified state system of civil protection. It is developed National reports for 2013, 2014 and Analytical review on the state of man-made and natural safety in Ukraine, 2015, Newsletter on emergencies in Ukraine (state and regional levels). Actions of authorities and civil protection forces of the emergency liquidation № 8, 9, 10. National reports and newsletters are distributed to executive agencies and local governments, territorial authorities of SESU (The State Emergency Service of Ukraine), subunits of Rescue Service of Civil Protection and other forces of respond to emergencies, schools SESU to determine the priorities of their solution and development of proposals for improving measures to protect the population, territory, natural environment from emergencies, to prevent such situations and liquidation of their consequences in the condition of increasing risk of disasters.
