Of special research methods used: group - the study of the degree to which various government programs; structural analysis and growth - the analysis of the structure and dynamics of financing state programs; correlation analysis - to establish quantitative dependences of social development by financing the costs of environmental state target programs; Simulation - the development of an effective model of financing public environmental programs; settlement and constructive - in the development of proposals for the introduction of different financing instruments programs.
