It is shown that the hierarchical system belongs to the class of weakly structured complex dynamical systems. The problem of coordination in systems of this class is severe and cannot be solved with the help of classical approaches. Therefore, it is proposed to reduce the task of coordination in the system to the task of supporting purposeful cooperative decision-making. The features of the coordination task are considered, sub-tasks of coordination of decisions and coordination of actions are formulated, explicit and implicit forms of coordination are identified. The decomposition of the management structure in the liquidation of emergency situations of a natural character has been carried out. The principles of coordination in the hierarchical system are proposed, the implementation of which allowed the development of mechanisms for coordinating and synchronizing the goals, plans and actions of the various levels of the hierarchy. It is shown that on the basis of the proposed model, implicit coordination can be realized with the help of the mechanism of joint search for solutions, and explicit coordination by means of a mechanism for coordinating plans. A subtask of coordination of decisions is proposed to be solved in the process of activity planning, and the subtask of coordination of actions is in the process of implementing plans, dynamically correcting them under the influence of external disturbances.
