An ideology of creating computer simulation complexes for OMS functions research and automation, education and training for specialists was proposed. Methods, techniques and tools for analyzing OMS functioning, in conditions of resource constraints, strict time limits, in case of emergencies in the facility management, unanticipated internal and external influences were worked out. Methods of reorganization of information exchange between OMS components, reconfiguration functional structure in the event of an extraordinary situation and development of the facility management were developed and tested. Procedures for constructing indicators prediction of emergency situations, the use of expert systems at the strategic level organizational management were proposed.
