The method allows for the calculation of the nuclear equation of state as a function of the nucleons density and nucleon-nucleon interaction. The essential dependence of the fission barriers and conditions for the formation of the scission surface in the fission process on the diffuseness of nuclear surface is established. It is shown that the account of the diffuseness of nuclear surface increases substantially the fission barrier height, modifies the properties of nuclear surface at the scission point and influences the kinetic energy of fission fragments. The spatial distribution of nucleons and the neutron surface layer of the nuclei far from the beta-stability line are investigated. For the first time it is established, that t due to the polarization effects he increase of the neutron excess in heavy beta-unstable nuclei deviates from the saturation law. It is found that the thickness of neutron layer is regulated by the two factors: the skin-effect due to the geometric increase of the size of nucleus because of larger number of nucleons and the hallo-effect due to the different diffuseness of neutron and proton surface layers.
