The relation between the macroscopic (collective) modes of motion and the microscopic (internal) excitation of nucleus is investigated. The unified model for the description of dynamics of nuclear shape is formulated, which is based on the Fokker-Planck and Langevin equations and takes into account the memory effects. The potential barrier penetration is considered, which takes place in the fission process and the heavy ions collisions. The temporal properties of the process of non-markovial thermal diffusion through the schematic parabolic barrier are investigated.
