The object of study - intelligent software agents of cognitive support for the National Qualifications Framework functioning The subject of study- intelligent systems of information and cognitive support for the National Qualifications Framework functioning The aim of work- theoretical justification, development and experimental trial of the effectiveness of the intelligent system of information and cognitive support for the National Qualifications Framework functioning The objectives that require solution to achieve the aim of the research: 1. To identify the basic theoretical principles of the National Qualifications Framework, the content of its levels, their interrelation with the European Qualifications Framework aiming at formalizing the subject domain. 2. To analyze current approaches to creation of the information systems where ontology-based technologies of knowledge processing have been applied. 3. To design and experimentally test the effectiveness of formal computer ontology of the National Qualifications Framework. 4. To develop intelligent system of information and cognitive support for the National Qualifications Framework functioning. 5. To verify experimentally the efficiency of the developed information system. 6. To justify theoretically and outline the strategy for further development of ontological engineering in the field of information and cognitive support for the National Qualifications Framework functioning. Methods of study. Descriptive logics were used in the description of the subject domain concepts in a formalized way. The theory of sets, predicate logic and apparatus of the graph theory were used to model the structure of the ontology; discrete optimization methods were used to optimize the content of the ontology; the theory of theorem proof was used as the basis of the ontology structure verification; the platform Semantic MediaWiki was used for software implementation of the developed model and algorithms. As a language of computer ontology design, the language of ontology representation OWL (WebOntologyLanguage) was used. To create and edit the computer object-oriented ontology Protege-OWL editor was used as flexible, platform-independent environment, providing visual and easy to use graphical interface. Software implementation of intellectual system of information and cognitive support for the National Qualifications Framework functioning based on the ontological approach was meant to be implemented by means of PHP, Java, MySQL. At this, in the course of the project realization it was decided to use the semantic platform Semantic MediaWiki. The semantic extension Semantic MediaWiki (SMW), which allows users to add semantic annotations to Wiki-pages turning Semantic MediaWiki into a semantic resource, significantly expands the scope of this system application compared to traditional databases and content management systems. Outcomes of Scientific and Research Work. The main provisions of the National Qualifications Framework were theoretically substantiated, the content of its levels was defined as well as their interrelation with the European Qualifications Framework. The conclusion was made about the common characteristics in describing the levels of qualifications frameworks based on what a person knows, understands and is able to do, that is "learning outcomes". It is owing to the learning outcomes - knowledge, skills, communication, autonomy and responsibility, represented by the integral competency, it is possible to compare qualifications of all kinds and any origin between themselves. The applied research outcomes were methodical guidelines for effective interrelation and comparison of learning results aiming at national and international recognition of qualifications. Using the language of computer ontology design OWL there was designed the formal computer ontology of the National Qualifications Framework, which is represented in hierarchically structured sets of classes that describe the subject domain and the connections between them. The intelligent system of information and cognitive support for the National Qualifications Framework functioning was developed. The development was carried out based on semantic technology Semantic MediaWiki which allows to add semantic annotations to Wiki-resources and natural documents, transforming them into a semantic resource, much expanding the scope of this system application compared to traditional databases and content management systems. The information system passed testing at the Institute of Software Systems of NAS of Ukraine, Zaporizhia Regional Federation of Employers and Zaporizhia Regional Union of Manufacturers and Entrepreneurs (employers) "Potentzial", Zaporizhia Regional Employment Centre. Projected assumptions about the object of the study development: 1. Obtaining new or improving the existing technologies. The results of the project improve the technology of knowledge processing on the National Qualifications Framework based on the ontological approach. 2. Creation of software products. During the project realization the intelligent system of information and cognitive support for the National Qualifications Framework functioning in Ukraine was developed and submitted for the title of protection. 3. Development of techniques and methodical guidelines. During the project realization there were created methodical guidelines for comparing levels of the National Qualifications Framework with the European Qualifications Framework. 4. Verification of the prospects for further development of the research outcomes. The potential ontology engineering in the field of information and cognitive support for the National Qualifications Framework functioning can be used to correlate national qualifications frameworks of other countries with the European Qualifications Framework (EQF) that will facilitate greater understanding and interrelation of national qualifications and will implement the paradigm of "learning throughout life".
