Methodological tools of financial and management accounting budgetary institutions in Ukraine with the purpose of adapting and implementing the provisions of SBDS in NP(C), BODS have been improved. The directions of modernization of accounting through the development and implementation of accounting policy that reflects professional judgment and will be the basis for a flexible approach to the implementation of the programme target method of performance of budgets of various levels. In the development of these organizational regulations formed flexible algorithm for the formation of the chart of accounts in the sector of General state management in accordance with the changing needs of fiscal reporting. Improved methodological positions and methodological approaches of accounting the activities of budgetary institutions in the conditions of use of information technology have been disclosed.
