Towards the direction "Institutional factors of the market environment development": For the first time: - is elaborated the methodological approach to overcome the asymmetry of the business sector's development, which is based on the transition from so-called "bureaucratic" (rigidly hierarchical) public administration methodology to methodology of service public administration (that involves the provision of quality services in the shortest possible time at minimal cost) and aims stimulation of entrepreneurial networks creation in the so-called points of growth based on partnership between the state and entrepreneurs. Improved: - the methodical approach to reforming of state tax policy based on establishing relationships between the fundamental principles of the formation of the tax system and the factors that shape tax environment of industrial small businesses, which aims to encourage industrial development of small business; - the methodical approach to study of the Ukrainian tax system's asymmetry, which is characterized by incorporation of the three stages of social reproduction process: asymmetry of taxation at the stages of organizing production, distribution and consumption; - the methodical approach to governance of enterprise innovation activities' activation, based on mechanism of asymmetry leveling and suggestion of scenario group "Activation of entrepreneurial sector of the economy regarding innovation activity", in which frameworks were proposed a construction of the three scenarios: an inertial; moderately intensive; innovative, and relevant recommendations for the implementation of the innovative scenario, as for the most progressive scenario in the group; - Conceptual-categorical apparatus of national economic regulation theory by defining the essence of the concepts of "mechanism for overcoming of the asymmetry of the business sector's development," as a knowingly regulated system of economic, legal, organizational forms, methods, techniques and principles, as well as a set of state-regulated relations and interconnections, through which the purposeful influence on the development of the business sector of the national economy is brought about; "asymmetry of the tax system" as a violation of the basic principle of the classic of its construction - tax equity; "Social entrepreneurship potential" as a category, which characterizes the total capacity and ability of society, social groups and individuals to become entrepreneurs. Were further developed: - institutional directions of the leveling asymmetry of the development for the business sector's branch structure in Ukraine in through a set of horizontal industrial policy measures (tax incentives, enhancing cooperation of scientific institutions and industry, public investment) for the innovation promotion and attraction of investment in the development of the entire business array while avoiding selective intervention; - the methodical approach to prevention of imbalance of institutional environment for business development, which is connected with the effect of administrative barriers and informal entrepreneurial activities's restrictions, which is characterized by implementation of mechanism for analysis of the regulatory impact on competition.
