The object of the study is the formation of investment-attractive and competitive national socio-economic environment in the context of innovation development of economy. Relevance of the research confirmed that the competitiveness of national and regional economies is determined mainly by innovation factors. Ukraine has considerable scientific potential. However, its effectiveness inclusion in the international competition for global foreign investment flows quite low. The national economy, in contrast to the global trend of capacity building and innovation sector at the expense of improving the investment attractiveness and competitiveness, it always loses. Ukraine has not formed the social and economic conditions necessary for active transformation process further innovative development of the national economic complex in terms of the global nature of the innovation economy. Current government policy is not aimed at priority development of innovation sphere. Appointed a negative impact on the investment attractiveness of the socio-economic environment of the national economy. The purpose and objectives of research on the topic is the development of theoretical and methodological and methodical approaches to modeling the processes of innovation management of the national economy in conditions of globalization based on statistical and expert information as a mechanism for the optimal combination of extensive and intensive factors of economic development, improvement of methods of innovative modernization of the economic system. The study plan: 1) formulation of research problems; 2) analytical review of approaches to solve the problems in the world; 3) development of conceptual and theoretical positions concerning research innovation as property management in knowledge economy; identify its specific character as an object of administration, formulation optimization criteria of the knowledge economy; 4) development of theoretical and methodological study and practical approaches to the formation of an institutional platform to use tools of innovative processes in the basic sectors of the economy; 5) development of methodological approaches to prioritization of regional development strategies using cluster shape their territorial and industrial organization, taking into account the impact of Regional Scientific Center of Ukraine to innovation and investment attractiveness of regions and the interaction of science and business in regional economies; 6) the development of complex theoretical and methodological, methodical and practical recommendations for the formation of the civil support regional clusters at national and regional levels to enhance the clustering process production technology and socio-economic processes at the regional level and ensuring their sustainable innovation. The idea was to study theoretical and methodological developments and methodological approaches to the use of cluster formation mechanisms and methods of problem-based innovation potential socio-economic environment for the development of the national economy theory and practice of optimizing its growth through innovative investment model.
