Paper objective. Formation of theoretical and methodological principles and practical recommendations on the construction of a modern system of technical regulation and its components in Ukraine. Research method. In the course of the research, general scientific methods of scientific research, analysis and synthesis during the identification of the system components of the technical regulation and determination of its decomposition, abstraction and formatization when constructing the quality management models were used. In the course of the research, the specific methods were used, namely: mathematical and statistical - in order to analyze the functioning of the components of the system of technological regulation during the specified period; methods of classification and differentiation of objects of standardization and defining of the conformity in the study of the constituent elements of the specified system. Brief summary of the main provisions of the report. Technical regulation in the field of international trade requires new approaches to eliminate existing technical barriers by all interested countries of the world. The authors, based on the world experience in the formation and functioning of the technical regulation systems, generalize the principles of the constructing of the technical regulation systems. The comparative analysis of national and foreign systems of technical regulation was carried out. The scientific approaches to the construction of technical regulation systems were developed, the essence of which is reflected in the theoretical principles of the model of national system of standardization, metrology and state market supervision, as well as practical recommendations on the qualitative public administration.
