The purpose of work - development of software "Evaluation of the operational capabilities of the Armed Forces of Ukraine, depending on the level of funding" to automate the decision-making process in the course of long-term defense planning. Methods of research - analysis of the factors that affect the resource allocation process in the course of long-term defense planning and system analysis to research complex dynamic systems which are the Armed Forces of Ukraine. When constructing mathematical models of complex systems, we have been used: the principles of the theory of inductive methods of mathematical modeling and regression analysis. In the course of evaluating the quality of the developed mathematical models and the quality of the initial data correlation analysis method was used. For data processing expert - expert evaluations method was used. During the development of the adaptive control algorithm of complex dynamic systems it has been applied the theory of automatic control. The research helped to create a software product that allows you to assess the level of the operational capabilities of the Armed Forces of Ukraine, depending on the level of funding. The developed software is unversal and can be used to research another complex dynamic systems.
