The study purpose is to develop the theoretical and methodological foundations of the rural settlement transformation and to set recommendations for its further application in difficult socio-economic conditions. To achieve the study objectives the following basic research methods have been used: the abstract-logical analysis, the structural and system analysis, the synthesis and the analogy, the comparative analysis, the economic statistics, the scenario modeling, the regional analysis. According to the study goals, the following results have been obtained. The methodological foundations of the study of transformational shifts in agricultural resettlement have been developed. The methodological basis of their evaluation has been improved. The range of regressive changes in demographic sphere and population dispersion has been identified. The economic basis of the rural settlements development of the rural population, incl. economic activity and employment, have been defined. The influence of the rural economy on the development of settlements has been investigated. The transformational changes in the provision of infrastructure in rural settlements have been reasoned. The strategic directions for the development of rural resettlement under conditions of the public management decentralization have been formulated. The results of scientific research are used by the Cabinet of Ministers of Ukraine, the relevant committees of the Verkhovna Rada of Ukraine, as well as by regional administrations.
