Study Aim: to provide recommendations on development of the strategy of crisis overcoming and creation of social-economic grounds for a sustainable human development based on development and full-scale use of human potential, given complying with a balance between social justice and economic efficiency. Theoretical and Practical Results: the essence of social justice for development of human potential in the process of the economic crisis overcoming is disclosed; the estimates of income distribution in a society and risks of development of human potential are realized; the modern practices of maximization of public welfare are summarized to ensure a balance between economic efficiency and social justice; social-demographic preconditions of activating the human potential in Ukraine are described; the present demographic preconditions of development of human potential in its quantity and quality dimensions are studied; recommendations on establishing of cooperation between the state, business and society are developed to provide socially fair distribution of public benefits and quality of economic growth; the base conditions for effective public management are grounded based on the principles of auditability, transparency and publicity. Innovation: new dimensions of scientific analysis of the problem of social justice in the concept of human development are proposed; the present features of social-economic crisis and its impact of human potential in Ukraine are revealed; the role of social interaction in the process of the economic crisis overcoming is grounded; characteristics of the leading social-demographic factors of human potential preserving and accumulating are expanded; the newest trends of Ukraine's migratory processes are defined; the innovative mechanisms of development of private-public partnership are proposed, the functional responsibility of the main actors of negotiations are determined; the complex of measures on ensuring the financial sustainability of local budgets in conditions of the administrative reform are developed.
