The purpose of the work is to develop theoretical and methodological provisions, as well as practical recommendations for the development of a national priorities system in the context of the social values globalization. There is considered the essence of regionalsocio-economic potential, the mechanism of rational use of socio-economicpotential of the country is highlighted and the methodical bases of its evaluation are substantiated; offered the methodological approaches to the estimation of the capacity of national socio-economic obstacles for the realization of state interests;the necessity of using the financial method of estimating the shadowing of the economy are proved as one of the simplest, since all the necessary data can be taken from the statistical reporting of enterprises; a cycle of calculations was conducted to verify and quantify the impact of innovative scenarios on the potential of socio-economic changes in the country; The expediency of using the cluster approach to build and realize the export potential of the country is substantiated; developed by the model of adjustment of national priorities according to the tendencies of the world de-integration processes.
