Its results reveal the controversial views in regard to the definition of subject competence and its structure, lack of representation in academic subjects on Chemistry and Biology, difficulties that teachers face while forming them during practice. Taking into account the analysis of different sources, original conceptual points of the competence-based training for Biology and Chemistry students in a primary school are theoretically justified; the overall structure of subject competence which includes three components: knowledge, activity and value ones, closely linked to one another, is determined; content filling of components based on state requirements to general education of students learning Biology and Chemistry in primary schools is realized; a new structure of the calendar-thematic plan on Biology and Chemistry for a primary school, which shows the competence approach to formation of the effective training, is developed; the project of textbooks, structure and content of individual sections for methodology of teaching Biology and Chemistry based on competence are worked out.
