For the first time offered the criterion of determine a level of topological observability DMSDS by analyzing the information model of the system in the form of classical bichromatic graph that can be used as a measure of completeness (sufficient) information about the parameters DMSDS that can detect the problem of incomplete data or to rank by this criterion a few different information models of DMSDS and choose the best of them. For the first time developed information technology for analysis and optimization topological observability DMSDS by its mathematical and GIS models, which differs from the existing by better automation and system of rules to transform this optimized graph into mathematical and information models to determine how you want to improve these models to ensure a comprehensive (sufficiency) data in it. Improved methods of formalization spatio-temporal models of DMSDS GIS and sample data from them that allows more comprehensively consider various factors and formalize them in space and time that based on different coordinate systems. For the first time developed information technology estimation parameter of stationary and mobile emissions sources according to the operational monitoring of air pollution, which differs from the existing by method of estimation parameter and sensitivity abnormal stationary sources emissions by fuzzy expert rating, method of solving the inverse scattering problem using Gaussian model for estimation parameter of stationary sources emissions according to operational monitoring scattering zone using UAVs and data processing methods for monitoring the parameters of movable emission sources using different primary information and fuzzy knowledge base that can increase the accuracy and efficiency determining the parameters of emissions from various sources. It was designed and improved information systems that used to be a data sources for solving various applied tasks related with monitoring, optimization and control that are implemented as a framework into the national economy of Ukraine and Moldova for the order of the Ukrainian government, the UN and the OSCE.
