Goal of research - developing scientific and applied basis for creating united information system for distribution of national time scale using IP-technologies and optimal synchronizing devices. Methods of research - fundamental works of leading local and foreign researchers in high-tech areas of informatics, cybernetics, telecommunications and metrology serve as theoretical and methodological basis of the research. During the study, the following methods were used: information theory and cybernetics, general systems theory, theory of mathematical statistics, telecommunications and automatic control, optimization and adaptation of automated systems, modeling and experimental research of complex systems with phase-locked loop. Information system structure was created for digital transmission of the national time scale with the use of IP-based technologies and schema for circuit measurement of synchronization signal characteristics in accordance with European standards was developed. Experimental research and statistical processing of the measurements results of synchronization device equipment US-1588S as a part of information system for the national time scale distribution were performed on the basis of corporate IP-based network of National University of Life and Environmental Sciences of Ukraine. The value of achieved results is in justification of the theoretical aspects and applied principles for creating united information system for distribution of national time scale using locally produced synchronizing devices. Proposed conceptual approaches for building united information system for distribution of national time scale encourages their innovative development in Ukraine. Applying mentioned approaches is for possible building and modernization of energy networks of Ukraine to improve the reliability of the integrated power systems based on Smart-technologies by continuous monitoring of stability of electric parameters with reference to real time with microsecond precision.
