Special attention is paid to the absence of state cultural policy in Ukraine and the necessity for it's formation in order to assure the existence of culture as complicated and self-organizing system that can help solve social conflicts between free citizens capable of critical thinking. It is extremely important to refuse viewing the culture exclusively as the field of optional entertainment and to understand the need for state support of innovation. During last twenty-five years the communist ideology in modern Ukraine has been transforming into the ideology of obedience and paternalism, which is reflected in principle of "presumption of guilt" and total control instead of the civilized systematical monitoring. New forms and methods of financial support for art institutions depend directly on the formation of cultural policy paradigm, shift in cultural paradigm, reorganization of system, which must not control the culture, but serve the cultural processes.
