As the object of research is considered development of the effective software of the branch website and branch network with transmission of confidential data through an open channel of communication - the Internet. The operation purpose - development of structure and the software for creation of the universal branch interactive a network which is built on the basis of specially developed functionality of the NETWORK which basis of functioning there is parallel processing of the linear irrational data algorithms of a recombination (POLIDAR system). In operation the existing CMS systems for creation of the websites which have a functionality for combining in a network (Joomla, eZPublish, XOOPS, Bitriks, AMO CMS, Site Sapiens), their creation and characteristics are considered. The modern systems of creation and control of content and their possibility of setup on branch specifics are analyzed. It is revealed that any of the analyzed universal CMS systems doesn't meet the requirements to the created website as they have a row of essential shortcomings which can be corrected only by rewriting of the considerable fragments of a program code of systems. As a basis to operation it is taken the functionality of CMS "POLIDAR" which is earlier developed within execution to initiative research and development operation No. 0113U007995 "Development and a research of the interactive branch website". This functionality is modified for net surfing: the set of determination of interaction of the varied software is built in (that is a method of abstraction of API between low level and high level program support) and it is added by a possibility of setup on subject specifics of any branch. The functionality NETWORK "POLIDAR" which integrates everything is developed to descend in a single network and provides access to branch tools which considerably facilitate operation to the staff of branch, and provide visitors with the high-tech tool for search of necessary information. It can be set up on subject specifics of any branch and can tear any structure on the website. On its basis the structure and the software of the universal branch interactive website of archive branch is developed. The cryptography technique MHED-2 in which the symmetric algorithms are used (AES, Serpent and Twofish) and asymmetrical (RSA) which it is serial, a layer behind a layer is realized, cipher data that makes impossible illegal access to information. Using the functionality "POLIDAR" NETWORK merged sixty-two sites of archival institutions in Kiev region in a specialized network of "Electronic network of archives of Kyiv region", which is integrated into the structure of the portal "Archives of Ukraine in the Internet" into the category of archival institutions of Kyiv region and provides visitors a high-tech tool in the search for necessary information.
