Currently valid documents on Object "Shelter" (OS) nuclear and radiation safety state, civil structures state and on previously developed options of Fuel Containing Materials (FCM) and RAW retrieval technologies were studied. The following provisions were accepted as the main components of the approach to input data analysis: - All FCM to be retrieved from the OS shall be processed and in form of RAW (HLW, ILW and LLW) shall be transferred to a long-term storage and/or disposal; - Absence of geological repository can not interfere carrying out the works associated with FCM and RAW retrieval, at that construction of RAW long-term storage facilities is provided by the National Program on RAW Management approved by the Law of Ukraine; - Status of the exclusion zone (including the reduced exclusion zone) shall imply a lifetime ban for the population accommodation; - OS transformation strategy shall be based on (or consider) the concept of "a brown spot"; - According to accepted design solutions the New Safe Confinement (NSC) shall provide compliance with valid regulatory acts on nuclear and radiation safety at FCM retrieval and RAW management.
