The model of system was designed and technologies of EER quality management were developed. The evaluation a method of EER was built; it determines the basis of EER quality management of educational institutions. Technologies of measurement of EER quality criteria were developed. Types of EER and the weight coefficient after methods of average weighted evaluation are determined. The list of key indicators of EER quality and their belonging to certain types of EER are determined. The methodology is studied and technology of EER quality monitoring in higher educational institutions is developed. The method of organization and conducting of pedagogical experiment of determining EER quality evaluation methods in the educational process was developed. The organizational, state and forming stages of pedagogical experiment of testing EER evaluation methods of pilot schools and universities were conducted. Technologies of creation and EER support of distance learning using the quality management system were developed. The developed EER quality management system in Kherson State University was implemented.
