The problems of the harmonization of domestic legislation in the field of criminal justice with the legislation of the European Union and international standards of organization and functioning of agencies of criminal justice have been investigated. The concept and the system of agencies of criminal justice have been determined. The principles and bases of the construction of the separate elements of modern criminal procedure such as the beginning of the pre-trial investigation; the institute of the criminal procedure decisions; the pursuance of the judicial control during the pre-trial investigation; the application of the pre-trial restrictions, that substantially limit a right on freedom and personal inviolability have been formulated. The propositions and additions as for the current criminal procedure legislation's developments, which are referred to the criminal procedure activity and activity of agencies of criminal justice have been given.
