The aim of this report is to obtain experimental values of the ionospheric parameters (ion and electron temperatures, electron density, ion composition, the plasma velocity) and subsequent simulation of the overall picture of the physical processes in the near space plasma above the Central European region. The investigative techniques include the incoherent scatter method and vertical sounding for obtaining experimental data; statistical analysis of experimental data processing; empirical modeling of electron density and temperatures of ions and electrons; theoretical modeling to theoretically calculate the parameters of the ionospheric plasma state. The report describes the results of geospace measurements during the 2012-2016 period and the morphology analysis of middle latitude ionospheric plasma at the maximum and on the descending branch of the current 24th cycle of solar activity. The geospace observations were conducted using Incoherent Scatter Radar of Ionosphere Institute. The paper also presents the results of Radar software upgrades, modernization of experimental data processing algorithms and issues of development of modern portal for online access to ionosphere information base.
