The theoretical and practical results of work consist in system engineering of mechanisms and levers management of complex socio-economic systems mezo- and microlevel. In work the given results of research of features use of the concept clusters during increase of competitiveness of complex socio-economic systems mezo- and microlevel. As a result of the carried out research the proved importance of definition of the sizes condominium and opportunity of creation of a sufficient level of their organization, which will ensure an opportunity of the coordinated actions concerning natural monopoly - housing and communal sphere. The expediency of use complimentary approach is proved at formation of strategy of development of corporate structures of a cluster type. Is proved, that this approach allows to reach a peak efficiency by development of strategy of development of branches having long or continuous cycles (black metallurgy, colour metallurgy, manufacture fertilizers, manufacture of an atomic energy). Is established, that the strategic consulting is by the important element of an infrastructure concerning introduction of system management by innovation development of the enterprises, overcoming of the existing contradictions in the legal acts and approach to the European standards of realization of innovation politics as important lever of state influence on formation of priorities and standards of steady development of the country. The novelty of work consists in a substantiation of theoretical-methodological and methodical rules and development of the practical recommendations, which in aggregate allow to decide a scientific - applied problem of increase of efficiency management of complex socio-economic systems mezo- and microlevel. The practical meaning of the received results consists in finishing theoretical rules of work up to a level of concrete techniques and practical recommendations concerning formation and maintenance of a sufficient level of development of complex socio-economic systems mezo- and microlevel.
