In work the given results of research of features of construction of system and organization-economic levers management multifactor by systems in savings-investment sphere of a national economy. In work the influence of an investment component on a condition and development of the human capital of the enterprises of real sector in modern conditions of economy of knowledge is investigated. The analysis of a condition of investment making economic safety touristy-recreational branch of Ukraine is carried out and the development of effective mechanisms of management of investment processes, as by a basis of steady development of branch is carried out. In work the research of an investment climate as parameter scientifically - technological making economic safety of motor industry of Ukraine is carried out. Is proved, that dynamics of development of motor industry of Ukraine depends on volumes of investment resources in a fixed capital. The features of definition of the basic parameters of a level of steady development of savings system are considered. As a result of the carried out researches the presence of interrelation between small both intermediate-term cycles of the investments and savings in a national economy of Ukraine is established. The novelty of work consists in a substantiation theoretical-methodological and methodical rules and development of the practical recommendations, which in aggregate allow to decide scientifically - an applied problem of increase of efficiency management in savings-investment sphere of the national economy. The practical meaning of the received results consists in finishing theoretical rules of work up to a level of concrete techniques and practical recommendations concerning formation and maintenance of a sufficient level of development savings-investment sphere of a national economy.
