The object of the research is the theoretical and methodical principles of process-oriented project models of public management. A research object are dynamic processes of forming of productive models of public management. In this research were investigated the aspects of conceptual models of corporate power reflected in voluntarily associations, of consulting in the system of knowledge about a management, of communication as means of forming and recreation of imperiously-administrative relations and institutes, management and administration of small business entities. Conceptions of public administration of noncommercial organizations, small enterprise are systematized and generalized, it is offered the basic strategic models and methods of analysis of business processes and informatization of process of acceptance of administrative decisions by small business entities, and also the communication aspect of public management is considered. Reasonable methodology of public administration of small business and voluntarily association's entities, the analysis of communications as an effective instrument of providing of "good governance" is conducted.
