The purpose is to develop of Kharkiv-city draft Strategy for 2016-2020 as a part of the City Program of sports image projects and investment in 2013-2020, substantiation of scientific and methodological support for forming scenarios of socio-economic development of Kharkiv that aimed to enhancing innovation and investment promotion and sustainable development of the Kharkiv-city. As part of the draft Strategy for the development of Kharkiv-city scientific and methodological provision of the substantiation of strategic and operational objectives of the Kharkiv-city, agreed with regional, national and European priorities, allowing the city to attract investment for the development of both the State Regional Development Fund and international organizations are developed. Three possible scenarios of the city development in 2016-2020 proposed: pessimistic, realistic and optimistic. For each scenario, a list of preconditions, opportunities, results and the likelihood of realization are defined. The mechanism of implementation of the Strategy, which includes an action plan, institutional and organizational support, programming and design of city development, scientific and methodological and financial support are developed. Research findings are used in the practice of local authorities, namely the Kharkiv City Council.
