The aim of the study is to develop methodological guidelines and practical recommendations for the formulation and implementation of an effective mechanism for maritime complex of Ukraine. To achieve the objectives used methods of economic and statistical analysis, grouping, graphical modeling, expert evaluation, analogy and structuring purposes, analysis and synthesis, comparison, economic modeling. The main scientific research tool is a systematic method of learning the research object with which to evaluate the potential of coastal regions. The theoretical basis of the study are the official data of the state statistical reporting, international organizations, publications and databases European statistics and other information banks, the official Internet - resources of public authorities, Ukrainian and foreign analytical reports on the development marine economy Ukraine and other countries of the world, maps, scientific, methodological, regulatory, informational publications domestic and foreign authors related to this subject. Scientific novelty of the results is to deepen the theoretical foundations of the formation of maritime complex, taking into account the peculiarities of development of coastal areas; the development and justification of the effective mechanism marine economy Ukraine. On the basis of generalization of the existing scientific and methodological approaches in the study formulated the concept of maritime complex as a complex, multi-component controlled economic system, in which two subsystems stand out: "sea" the economy is directly related to marine activities, including its marine and coastal species (marine transport, fisheries, marine mineral resources work, cruises and shipbuilding); "Coastal" economies, which is associated with the development of coastal areas that provide access to getting the benefits from marine activities (in particular, maritime industries due to the interaction with different types of marine activities). The basic directions of development of the national maritime complex and their basic functional structure built for the first time maritime complex of Ukraine. Formed authors methodological approach to the functioning of the maritime complex as a whole system is the basis for building a cluster forms of organization of this complex. In addition to defining the essence of the concept and content of the maritime complex of its functions this methodological approach and includes provisions that will ensure the effective functioning of the maritime complex in Ukraine, namely: balanced development actors maritime complex; reorientation or creation of new entities that will fill the missing segments in the maritime complex; the elimination of disparities arising in the development of the functional segments of the maritime complex; the close relationship of all subjects maritime complex; increasing the participation of the subjects of maritime complex in the external economic activity. In this case the effective management of a modern maritime complex of Ukraine should be done at national, regional levels and the level of economic entities using direct and indirect methods. The study suggested the author's definition of state regulatory policy in the sphere of marine economy as the direction of the state maritime policy aimed at improving the legal regulation of economic and administrative relations between regulators or other government bodies and stakeholders marine economy, prevent the adoption of economically unreasonable and ineffective regulatory acts, reducing state intervention in the activities of marine economy and removing obstacles to the development of maritime economic activities carried out within the limits of the procedure and manner established by the Constitution and laws of Ukraine. In addition, the identified problems existing in Ukraine, the implementation of regulatory activities in the field of marine economy and offered prospects of its improvement at the present stage of development of our state. The study analyzed international experience in the formation and implementation of state policy of development of coastal areas. Systematized the main directions of the development policy of the EU maritime regions of the country. Studied the legal framework of Ukraine in the field of maritime economy and presented the prospects of improving the state policy of regional development of coastal areas. Has continued to develop the theory of regional economy - the authors investigated the status and trends of marine economic complex enterprises Mykolayiv region, conducted a SWOT-analysis of MCC companies and identified operational goals, objectives and implications of these measures for the maritime complex enterprises at the regional level.The successful implementation of socio-economic transformation in the country depends on the qualitative transformation of the economic system or some part of it. In this regard, the management at the regional level, the development of maritime complex enterprises is an important issue for the formation of a favorable basis to enhance the economic development of the MCC states. Central to the system of regional development management effective scope marine economy should be considered the implementation of an approach based on the unity of efforts of state, regional, research and business organizations. The practical significance of the results is due to the importance of using these results and recommendations of the bodies of state power and governance in a comprehensive assessment of the current state and prospects of development of the coastal areas used for strategic forecasting and long- and medium-term planning of socio-economic development at the national and regional levels; the implementation of state policy of national security of Ukraine and its coastal regions; when determining the main directions of domestic and foreign economic development of the coastal regions of Ukraine; the development of programs of development of priority sectors of uses of the oceans and maritime complex. The results of this study are introduced in the educational process of the Department of Economic Theory of the National University of Shipbuilding (Mykolayiv) and are used in the teaching of subjects Foundations of Economic Theory, Macroeconomics, Regional Economics, The productive forces of the World Oceans.
