The foreign experience of introducing innovative components in educational and scientific programs in the fields of philosophy and political science at the present stage, the specifics of philosophical PhD education in a number of European states (Scandinavian countries, Benelux countries, Great Britain, Greece, Italy, France, the countries of the Baltic) and the main aspects of innovative-oriented programs and preparation of a dissertation research are analyzed. One of the common practice of postgraduate study in philosophy (besides traditional writing of dissertation) in European countries is PhD-practice, which is connected not only with purely theoretical developments but mainly with interdisciplinary "field research".The effectiveness of the application of this model to the development and implementation of innovative-oriented educational and scientific programs of the third level of the philosophical and political block on the basis of the competence approach is proved. The theory, methodology, practical methods and results of implementation of educational and scientific programs for the training of specialists of the Doctor of Philosophy level in the specialties Philosophy, Religious Studies, Culturology, Political Science, Public Management and Administration in the Taras Shevchenko National University of Kyiv are described and generalized.
